DESCRIPTION:<p>RCC is please to announced this panel led by <a href="http://www.mpil.de/de/pub/institut/personen/wissenschaftlicher-bereich/sragone.cfm" data-url="http://www.mpil.de/de/pub/institut/personen/wissenschaftlicher-bereich/sragone.cfm">Sabrina Ragone</a>, Senior Research Fellow, <a href="http://www.mpil.de/de/pub/aktuelles.cfm" data-url="http://www.mpil.de/de/pub/aktuelles.cfm">Max Planck Institute for Comparative Public Law and International Law</a>.<!--break--></p><p>In the past several years, Spain has been gripped by the legal and political crisis pitting the Catalan regional government against the central government. Sabrina Ragone will address the constitutional dilemma arising from secessionism in the Spanish system. She will explain which legal instruments (parliamentary resolutions, consultations, referenda) have been used to channel independence claims and how the legal system reacted to these claims.
