In the past several years, Spain has been gripped by the legal and political crisis pitting the Catalan regional government against the central government. Sabrina Ragone will address the constitutional dilemma arising from secessionism in the Spanish system. She will explain which legal instruments (parliamentary resolutions, consultations, referenda) have been used to channel independence claims and how the legal system reacted to these claims. In particular, she will focus on the role that the constitutional court has played in these confrontations, explaining why politicians have opted to “pass the buck” to judges on such important issues.
